Advocacy assistant, APPM and CDF

DEVELOPMENT AND PARTNERSHIP IN ACTION (DPA)              

 Re-announcement

Development and Partnership in Action (DPA) is a Cambodian NGO. DPA currently has two main programmes: Integrated Community Development Programme (ICDP) and Partnership and Advocacy Programme (PAP). DPA is now looking for a qualified Cambodian to fill up the position:  1- Advocacy Assistant, 2- Assistant  Provincial  Project  Manager and 3- Community  Development  Facilitator .

1- Advocacy Assistant ( 2 persons based in Phnom Penh )

Roles and responsibilities:

  • Assist the line supervisors in developing the programme proposal, annual programme operational indicators plan and budget, and writing progress and completion reports.
  • Assist the line supervisors in implementing and monitoring the project to ensure the effective and efficient management of the project.
  • Assist the line supervisors in strengthening collaboration and coordination with other NGOs, local authorities and concerned government departments, and private sector engagement
  • Assist the line supervisors in mobilising internal and external human resources to effectively implement the project particularly the objective of capacity building.
  • Assist the line supervisors in collecting information and evidences on land and natural resource rights issues and document for advocacy purposes

Qualifications Required:

  • A university degree in law, and/or natural resource management;
  • At least two-year experiences in engaging with umbrella organisations, relevant Ministries and Departments, local authorities, and private sector on agribusiness and/or extractive industries
  • Knowledge of issues related Human Rights, Corporate Social Responsible, and Business and Human Rights and Advocacy are preferable
  • Proven ability to network and develop positive inter-organisational relationships;
  • High level inter-personal and communication skills;
  • Good at report writing;
  • Sound computer skills, including knowledge of MS Word, Excel and Power Point, e-mail and Internet.
  • Good in written and spoken English.

2- Assistant Provincial Project Manager ( 1 person based in Kompong Thom Province )

Roles and responsibilities:

  • Assist the Provincial Project Manager (PPM) to ensure the effective and efficient management of the project and its activities through the provision of overall guidance to the team on planning, implementation, monitoring and evaluation of the project activities.
  • Facilitate the team in developing the monthly and quarterly plan, annual project operational indicators plan and budget, and writing the quarterly, annual and completion narrative reports.
  • Assist the PPM in strengthening collaboration and coordination with other NGOs, NGO Provincial Network and concerned Government’s Provincial Departments.
  • Assist the PPM in mobilising internal and external human resources to effectively implement the project particularly the objective of capacity building.

Qualifications Required:

  • University degree in Agriculture or Agribusiness or Economics and other related fields.
  • At least four years of experience working with NGOs, preferably in the field of integrated community development.
  • Knowledge and experience on agriculture’s value chain of goods produce and market strategies for the small-scale producers and Agricultural Cooperative; WASH; DRR; and Natural Resource Management.
  • Knowledge and experience on Community Organising (CO), Rights-Based Approaches (RBA) and Advocacy work are advantages.
  • Strong leadership and management of programme, finance, administration, staff development and networking.
  • Good in written and spoken English.
  • Good in computer skills, including knowledge of MS Word, Excel, e-mail and the Internet.

3- មន្ត្រីសម្របសម្រួលអភិវឌ្ឍន៍​សហគមន៍ចំរុះចំនួន០១នាក់​​ សម្រាប់ខេត្តរតនគីរី

ការទទួលខុសត្រូវ៖

  • សម្របសម្រួលសកម្មភាពអភិវឌ្ឍន៍សហគមន៍     ក្នុងការរៀបចំការងារកសិកម្ម  មុខរបរខ្នាតតូច ខ្សែសង្វាក់​ផលិតកម្ម និងទីផ្សារសំរាប់មុខរបរ​ខ្នាតតូច  គ្រប់គ្រងធនធានធម្មជាតិ អនាម័យទឹកស្អាត និងកាត់បន្ថយ គ្រោះមហន្តរាយ ។
  • ផ្តល់ការគាំទ្រដល់សហគមន៍ក្នុងការរៀបចំផែនការ និងអនុវត្តគម្រោងអភិវឌ្ឍន៍ភូមិ។
  • សម្របសម្រួលសហគមន៍ធ្វើផែនការដាំដុះ  ជំរុញផលិតភាពកសិកម្ម និងធ្វើអោយផលិតផល​កសិកម្មលំនឹង​ទីផ្សារដោយ​រៀបចំអោយមាន​កិច្ចសន្យាកសិកម្មរវាងកសិករ និង ក្រុមហ៊ុនប្រមូលទិញផលិតផល​កសិកម្ម។
  •  ធ្វើការសិក្សាស្រាវជ្រាវទីផ្សារ និងផ្តល់ពត៌មានទីផ្សារដល់កសិករគោលដៅ ។
  • សម្របសម្រួល និងផ្តល់ការកសាងសមត្ថភាពដល់សមាជិកក្រុមកសិកម្ម និង សហគមន៍កសិកម្ម   និងរៀបចំ ផែនការអាជីវកម្មសម្រាប់សហគមន៍កសិកម្មុ។
  • តាមដាន និង ប្រមូលទិន្នន័យពីភាពផ្លាស់ប្តូររបស់ក្រុមកសិករគោលដៅអោយបានជាប់លាប់ និង ធ្វើបច្ចុប្បន្នភាព​ចូលទៅក្នុងប្រព័ន្ធផ្ទុកទិន្នន័យរបស់គម្រោង។
  • ធ្វើជាតំណាង ឌីភីអេ ដើម្បីចូលរួមក្នុងអង្គប្រជុំផ្សេងៗ ដែលរៀបចំដោយរដ្ឋាភិបាល និងអង្គការមិនមែនរដ្ឋាភិបាលនៅ  កំរិតថ្នាក់ស្រុក និង ខេត្ត។
  • សរសេររបាយការណ៍ប្រចាំខែ ​និងប្រមូលទិន្នន័យសម្រាប់សរសេររបាយការណ៍ត្រីមាស  ឆមាស   និងប្រចាំឆ្នាំ។

សមត្ថភាពជំនាញៈ

  • មានកំរិតយល់ដឹង នឹងបទពិសោធន៍លើ  ផ្នែកកសិកម្ម រឺធនធានធម្មជាតិ ​ រឺសេដ្ឋកិច្ច ។
  • មានចំណេះដឹង  និងបទពិសោធន៍ធ្វើការជាមួយជនជាតិដើមភាគតិច​(មានលំនៅដ្ឋានក្នុងខេត្តខាងលើកាន់​តែ​ប្រសើរ)។
  • មានចំណេះដឹង និងបទពិសោធន៍ត្រួតពិនិត្យគម្រោង។
  • មានជំនាញទំនាក់ទំនង និងការងារជាក្រុមល្អ។
  • មានចំណេះដឹង ក្នុងការប្រើប្រាស់កុំព្យូទ័រ Ms Word, Excel។
