Consultancy Opportunity

Development and Partnership in Action (DPA) Cambodia supports programmes in Integrated Community Development Programme (ICDP) and Partnership and Advocacy Programme (PAP). DPA is currently seeking two qualified Expatriate or Cambodian Consultants. These include:

1) A Consultant to carry out Value Chain Mapping and Business Plan development for Agricultural Cooperatives in Kampong Thom and Stung Treng for ICDP:

Main Responsibilities:

  • Prepare an inception report outlining the detailed methodology for the value chain mapping and AC business plan development.
  • Review all relevant documents of the three existing ACs in Kampong Thom and Stung Treng and confirm with the DPA management the objectives of the value chain mapping and AC business plan development, process and methods to be used, expected outputs, and the format for the presentation of the results.
  • Develop appropriate interviewing techniques, ensuring team members are adequately trained and supervised.
  • Use a participatory approach that encourages discussion of the findings, and ownership of the conclusions and recommendations by all primary stakeholders.
  • Present the results/key findings of the draft value chain mapping and draft AC business plan to the AC Board of Directors, AC members and programme staff in both provinces.
  • Submit the final value chain mapping report and final AC business plan to DPA management.

Qualifications and Experience Required:

  • Qualifications in relevant fields, such as value chain, marketing and agribusiness.
  • Experienced in supporting AC or/and AC Union in developing business plan.
  • Experienced in conducting market assessment and developing market strategies for AC/AC Union.
  • Minimum five years experience in working with NGOs and supporting AC to be functional.
  • Have a good understanding of the ACs and AC Unions in Cambodia.
  • Fluent in speaking, reading and writing English and Khmer.

2) A Consultant to carry out a Gender Assessment for the Right to Food Project (R2F) of the PAP.

Main Responsibilities:

  • Prepare an inception report/proposal outlining the detailed methodology of the assessment and framework of inquiry/interview guides.
  • Review all relevant documents and confirm with the Assessment Committee the objectives of the assessment, process and methods to be used, expected outputs, and the format for the presentation of the results.
  • Develop appropriate interviewing techniques, ensuring data collectors are adequately trained and supervised.
  • Use a participatory approach that encourages discussion of the findings, and ownership of the conclusions and recommendations by all primary stakeholders.
  • Upon completion of the final draft, present the results/key findings, cases studies, and visual products to the Assessment Committee for feedback during debriefing meeting.
  • Complete and submit the final assessment report, cases studies, and visual products following the outline agreed to Assessment Committee.

Qualifications and Experience Required:

  • Qualifications in relevant fields, such as agriculture and natural resource management.
  • At least 5 years minimum experienced on gender analysis using gender framework of transformative leadership and other tools.
  • Experienced in develop communication materials (short video and photo portraits).
  • Experienced and well understanding about women issues at community level.
  • Sound understanding of roles of women in natural resources management.
  • Demonstrated high-level proficiency in writing and concise analysis and in developing reports that include visual representation of data and findings.
  • Experienced in participatory action research methodology.
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
