On 6-7 October 2016, DPA-EISEI Secretariat with Non-Government Organization Forum on Cambodia (NGOF) jointly organized Civil Society Oganisation (CSOs) Consultation Workshop on Regional Guidelines on Public Participation (RGPP) in Environmental Impact Assessment (EIA) Process at Angkor Miracle, Siem Reap province. There were 35 participants, who invited by DPA-EISEI Secretariat, from Phnom Penh, Preah Vihear, Ratanakiri and Mundulkiri province.

DPA-EISEI Secretariat obverted that there were some outcome from the consultation workshop as following:

  • The participants got knowledge on background of Regional Technical Working Group (RTWG), purpose of creating Regional Guideline on Public Participation (RGPP) in Environmental Impact Assessment (EIA), Meaning of each chapter from chapter one to chapter eleven and Tran boundary impact which shared by guest speakers who are members of RTWG.
  • The participants observed that RGPP in EIA process is a tool to solve conflict between project proponent and community, in community livelihood, improve infrastructure in and around project site, community will have meaningful and effective public participation in EIA process, etc. Beside the advantage, the participants observed that there are some challenges in RGPP in EIA process such as lack of laws and regulations which consistent the guidelines, lack of human resources neither in sub-national level nor national level, no environmental court, etc.
  • The key points were suggested by the participants to be integrated in the guideline such as Free Prior Informed Consent (FPIC), Business and Human Rights (BHR), Corporate Social Responsibility (CSR) and Tran-boundary impact.

DPA-EISEI Secretariat will consolidate all comments and inputs from participants in order to submit to Ministry of Environment (MoE) in the National Consultation Workshop on 28 October 2016
