Provincial Project Manager and Agronomist Specialist of ICD Programme

Position: Provincial Project Manager and Agronomist Specialist of ICD Programme

Development and Partnership in Action (DPA) is a Cambodian NGO. DPA currently has two main programmes: Integrated Community Development Programme (ICDP) and Partnership and Advocacy Programme (PAP). DPA is now looking for a qualified Cambodian to fill up the position of Provincial Project Manager base in Stung Treng Province  and Agronomist Specialist  base in Phnom Penh.

1/ Provincial Project Manager

Roles and Responsibilities:

  • Be responsible for the effective and efficient management of the programme and its activities through the provision of overall guidance to the team on planning, implementation, monitoring and evaluation of the programme activities
  • Support, manage and motivate the team of Integrated Community Development Project in Stung Treng to achieve the project overall and specific objectives
  • Conduct sufficient monitor visits to the project and provide effective inputs/feedbacks to the team for improvement and ensure milestones and targets set in the Logframe are achieved
  • With assistance from the management, ensure adherence to donor compliance and requirements on due diligence and governance including safeguarding
  • With the programme staff, prepare the annual operational plan and budget, and write progress reports
  • Coordinate human resources for staff capacity development
  • Establish and maintain external collaboration and coordination with other NGOs, concerned government departments and private sector

Qualifications Required:

  • University degree in agriculture or agribusiness or Natural Resources Management or other related fields
  • At least five-year experience working with NGOs, preferably in the field of integrated community development
  • Knowledge and experience on People-Led Development Process (PLDP) and Rights-Based Approaches (RBA) are critically required
  • Knowledge and experience in agriculture’s value chain and marketing are advantage
  • Knowledge and experience working with indigenous people, poor and marginalised people
  • Strong leadership and management of programme, finance, administration, staff development and management and networking
  • Very good in written and spoken English
  • Sound computer skills, including knowledge of MS Word, Excel, e-mail and Internet

2/ Agronomist Specialist   

Roles and responsibilities:

  • Collaborate with management team and Marketing and Agribusiness Specialist to broaden the scope, quality and organic standards of Agriculture Cooperative (AC) and Agriculture Group (AG) crops
  • Conduct research and development research reports, technical notes to increase, identify new/traditional crops, increase quality and crop yields for smallholder farmers within a climate risk environment
  • Provide technical input tailored to the local farming activities’ methods, crop seasonality, needs and challenges for climate resilient farming
  • Provide technical input on the identification of project target areas with high irrigation potential and need for irrigation improvement for crop production
  • Provide technical input to development of agricultural model/strategy towards organic certification of AC and or AG groups farming produce.
  • Work closely with relevant actors in the agriculture sector to identify successful introduction of farmers in the production of quality produce.
  • Set-up an Internal Control System to safeguard the integrity of the organic quality of their products
  • Develop project work plans and ensure timely implementation of the project activities in line with work plans and activity schedules
  • Provide technical assistance for the design of the project’s monitoring and evaluation strategy
  • Support in developing M&E system to measure profitability and relevant business indicators of targeted farmers
  • Write up the programme report (quarterly, six-month, annual and completion)
  • Strengthen collaboration and coordination with other NGOs, concerned government departments and local authorities.

Qualifications Required:

  • University degree in agronomy
  • Experience in the practices, principles and operations associated with modern production agriculture and in small scale irrigation management
  • Proven experience delivering agriculture focussed programme to improve livelihood and reduce poverty of smallholder farmers
  • At least five years of experience working with NGOs, preferably in the field of agricultural productions and rural livelihood activities, and farming practices
  • Extensive experiences working with farming smallholders for productions and marketable crops.
  • Strong analytical ability, able to evaluate and to appraise critically quantitative and qualitative information
  • Well-developed written and oral communication skills in English required
  • Strong leadership and management of programme, finance, administration, staff development and management and networking
  • Sound computer skills, including knowledge of MS Word, Excel, e-mail and Internet.
