Provincial Project Manager, Assistant to Provincial Project Manager and Rice Internal Control System Facilitator

DEVELOPMENT AND PARTNERSHIP IN ACTION (DPA)

Announcement

Position: Provincial Project Manager, Assistant to Provincial Project Manager and Rice Internal Control System Facilitator.

Development and Partnership in Action (DPA) is a Cambodian NGO. DPA currently has two main programmes: Integrated Community Development Programme (ICDP) and Partnership and Advocacy Programme (PAP). DPA is now looking for a qualified Cambodian to fill up the positions of Provincial Project Manager (PPM), Assistant to Provincial Project Manager (APPM) and two Rice Internal Control System facilitators for a new project in Koh Nhek district, Mondulkiri province.

1) Provincial Project Manager (One Position):

Roles and Responsibilities:

  • Be responsible for the effective and efficient management of the programme and its activities through the provision of overall guidance to the team on planning, implementation, monitoring and evaluation of the programme activities
  • Support, manage and motivate the team of PAP Project in Kaoh Neeaek district, Mondulkiri Province to achieve the project overall and specific objectives
  • Conduct sufficient capacity building, monitor visits to the project and provide effective inputs/feedbacks to the team for improvement and ensure milestones and targets set in the project proposal are achieved
  • With assistance from the management, ensure adherence to donor compliance and requirements on due diligence and governance including safeguarding
  • With the programme staff, prepare the annual operational plan and budget, and write progress reports
  • Coordinate human resources for staff capacity development
  • Establish and maintain external collaboration and coordination with other NGOs, concerned government departments and private sector.

Qualifications Required:

  • University degree in agriculture or agribusiness
  • At least five-year experience working with NGOs, preferably in the field of organic rice production standards for contract farming
  • Knowledge and experience in organic rice production, value chain mapping and internal control system
  • Knowledge and experience on community development, leadership and management are advantage
  • Strong leadership and management of project, finance, administration, staff development and management and networking
  • Good in written and spoken English
  • Sound computer skills, including knowledge of MS Word, Excel, e-mail and Internet

2) Assistant Provincial Project Manager (One Position):

Roles and responsibilities:

  • Collaborate with PPM and Programme Coordinator to broaden the scope, quality on organic rice standards with Agriculture Cooperative (AC) and rice producer groups.
  • Conduct research and development research reports, technical notes to increase, identify new/traditional organic rice and rice fish, increase quality and rice yields for smallholder farmers within a climate risk environment.
  • Provide technical input tailored to the rice and rice fish seasonality, needs and challenges for climate resilient farming.
  • Provide technical input to development of agricultural model/strategy towards organic certification and rice fish of AC and or producer groups rice produce.
  • Develop project work plans and ensure timely implementation of the project work plans.
  • Assist to provide technical assistance for the design of the project’s monitoring and evaluation strategy.
  • Assist to support in developing M&E system to measure the application of rice and rice fish production techniques of targeted farmers.
  • Write up the project report (quarterly, six-month, annual and completion).
  • Strengthen collaboration and coordination with other NGOs, companies, relevant government departments and local authorities.

Qualifications Required:

  • University degree in agronomy or agribusiness.
  • Experience in the practices, principles and operations associated with organic rice, rice fish production techniques, and value chain mapping.
  • Proven experience delivering agriculture focussed programme to improve livelihood and reduce poverty of smallholder farmers.
  • At least three years of experience working with NGOs, preferably in the field of rice production and rural livelihood activities, and farming practices.
  • Strong analytical ability, able to evaluate and to appraise critically quantitative and qualitative information.
  • Well-developed written and oral communication skills in English required
  • Sound computer skills, including knowledge of MS Word, Excel, e-mail and Internet.

3) Rice Production Internal Control System Facilitator (Two Positions):

Roles and responsibilities:

  • Form, train and follow up community producer groups, Internal Inspectors (IIs) and members in rice organic rice production standards and internal control system for exporting.
  • Monitor and coach IIs for proper recording for consistent with the organic rice production standards.
  • Collect, verify and entry data of IIs to be consistent to the certification bodies.
  • Provide technical guidance to IIs and producer group members for improvement of rice quality.
  • Reflect the implementation of organic rice production standards with IIs and producer group members and identify weaknesses for improvement.

Qualifications Required:

  • At least associate degree in agronomy or relevant rural development field.
  • Agricultural production certificates of different crops are an asset.
  • Experiences in monitoring of quality control and if there are training certificates are asset.
  • Community facilitation skills.
  • Sound computer skills, including knowledge of MS Word, Excel, e-mail and Internet.
  • Could read and write English is an assets.
  • Could work independently and voluntarily in the rural remote areas.
