Building the capacity of village development committees (VDCs) to plan and coordinate development activities and strengthen the capacity of project committees (PC) and village volunteer specialists (VVS) to plan and manage their own activities in a way that is participatory and gender sensitive.
To enhance access to natural resources and land tenure security of indigenous groups in collaborating with NGOs and government offices.
To improve nutrition of indigenous people by supporting sustainable upland and lowland agriculture techniques.
To improve the health and sanitation practices of indigenous households by providing clean water and community based health education with a strong focus HIV/AIDS, and malaria awareness and prevention.

Target Beneficiaries
DPA’s target area includes one district which is named Keo Seima. The program works with most Phnong indigenous people and some Khmer people in 6 villages of two communes of Keo Seima district.
The population in 6 villages of Srae Preah commune in Keo Seima district is 1,495 (760 or 51% women).
O’Chra village with a total population of 111 people (53 women) for 27 households.
Pou Kong village with a total population of 266 people (136 women) for 51 households.
Pou Ya village with a total population of 281 people (149 women) for 61 households.
Srae Preah village with a total population of 406 people (194 women) for 80 households.
Gati village with a total population of 266 people (150 women) for 54 households.
Srae Ampil village with a total population of 165 people (78 women) for 35 households.
