DEVELOPMENT AND PARTNERSHIP IN ACTION (DPA)

Job Opportunity

Development and Partnership in Action (DPA) is a Cambodian non-governmental organisation that has implemented development programmes in Natural Resource Management, Climate Change, Food Security, and Financial Sustainability in Cambodia for more than 30 years. DPA currently implements two main programmes: the Partnership and Advocacy Programme (PAP) and the Integrated Community Development Programme (ICDP). DPA is seeking qualified Cambodian candidates for the following positions under the ICDP: 1: Provincial Project Manager (PPM) – based in Siem Reap Provinc; and 2: Assistant Provincial Project Manager (APPM) – based in Mondulkiri Province

  1. Provincial Project Manager (One Position). This position is based within DPA’s ICDP in Chikreng District, Siem Reap Province.

 

Roles and Responsibilities

  • Provide overall leadership and management to ensure the effective and efficient implementation of the programme, including planning, implementation, monitoring, and evaluation of programme activities.
  • Lead, support, manage, and motivate the ICD project team in Siem Reap Province to achieve the project’s overall and specific objectives.
  • Conduct regular and sufficient monitoring visits to project sites and provide timely guidance, feedback, and recommendations to the project team to improve implementation and ensure that Milestones and Targets in the Logframe are achieved.
  • Withs upport from DPA management, ensure compliance with donor requirements, due diligence, governance standards, DPA’s Safeguarding Policy, and GEDSI commitments throughout programme implementation.
  • Lead the preparation of the annual operational indicator activity plan and budget, in collaboration with programme staff, and ensure timely submission of progress reports.
  • Coordinate and support staff capacity development and performance management.
  • Establish and maintain effective coordination and collaboration with NGOs, relevant government departments, private-sector actors, and other key stakeholders.

 

Qualifications Required

  • University degree in agriculture, agribusiness, climate change and disaster management, or another related field.
  • At least five years of experience working with NGOs, preferably in integrated community development.
  • Knowledge and practical experience in Community Organizing (CO) and Rights-Based Approaches (RBA) are critically required.
  • Knowledge and experience in Project Monitoring, Evaluation, and Learning (MERL), results-based monitoring, data analysis, learning, and donor-compliant reporting.
  • Experience in developing and tracking project indicators, assessing results against the logframe, documenting lessons learned, and using monitoring findings to improve programme implementation.
  • Knowledge and experience in agricultural value chains and marketing is an advantage.
  • Experience working with indigenous peoples, poor, vulnerable, and marginalised communities.
  • Strong leadership and management skills in programme implementation, finance, administration, staff development, team management, and networking.
  • Very good written and spoken Khmer and English.
  • Sound computer skills, including MS Word, Excel, email, and internet applications.

 

  1. Assistant Provincial Project Manager (One Position). This position is based within DPA’s ICDP in Mondulkiri Province.

 

Roles and Responsibilities

  • Assist the PPM in ensuring the effective and efficient implementation of the project, including planning, implementation, monitoring, and evaluation of project activities.
  • Support the project team in implementing planned activities and achieving the project’s objectives, milestones, and targets in accordance with the Logframe.
  • Assist the PPM in conducting regular monitoring visits to project sites and provide follow-up support, feedback, and recommendations to improve implementation quality and effectiveness.
  • Assist the PPM in ensuring compliance with donor requirements, due diligence, governance standards, DPA’s Safeguarding Policy, and GEDSI commitments throughout project implementation.
  • Assist in coordinating monthly and quarterly work plans, the annual operational plan and budget, and project progress reports, and support the tracking and consolidation of project data and indicators.
  • Assist the PPM in identifying implementation challenges and following up on agreed actions to ensure timely progress towards project objectives and targets.
  • Assist the PPM in coordinating staff capacity development and provide technical and operational support to the project team as required.
  • Assist the PPM in maintaining effective coordination and collaboration with NGOs, the Provincial NGO Network, relevant government departments, private-sector actors, and other stakeholders.
  • Assist the PPM in mobilising and coordinating internal and external technical and human resources to support project implementation, particularly capacity-building activities.

 

Qualifications Required

  • University degree in Agriculture, Agribusiness, Economics, Management, or other relevant fields.
  • At least four years of relevant experience working with NGOs, preferably in integrated community development.
  • Knowledge and experience in agricultural value chains, market development for small-scale producers and Agricultural Cooperatives, climate-resilient agriculture, disaster risk reduction (DRR), disaster preparedness, and natural resource management.
  • Knowledge and experience in project data tracking, recording, analysis, and consolidation for quarterly, annual, and project completion reporting.
  • Knowledge and experience in Community Organizing (CO), Rights-Based Approaches (RBA), and advocacy is an advantage.
  • Knowledge and experience in Project Monitoring, Evaluation and Learning (MERL), results-based monitoring, data analysis, learning, and donor-compliant reporting.
  • Strong skills in project management, staff supervision, capacity development, coordination, and networking.
  • Good written and spoken Khmer and English.
  • Good computer skills, including MS Word, Excel, email, and Internet applications.
