DEVELOPMENT AND PARTNERSHIP IN ACTION (DPA)

Consultancy Opportunity

Development and Partnership in Action (DPA) and the Culture and Environment Preservation Association (CEPA) have recently launched the Improved Climate Resilience in Cambodia (ICRC) in Stung Treng and Ratanakiri Provinces. DPA and CEPA are currently seeking a qualified expatriate or Cambodian consultant to conduct a Research Study on Climate Change Adaptation and Disaster Risk Reduction (CCA and DRR)-Related Policy and Framework Gaps Analysis, Including Gender Equality, Disability and Social Inclusion (GEDSI) Gaps for the ICRC Project.

Main Responsibilities:

1. Review ICRC programme documents.
2. Collect and conduct a literacy review of existing policies, laws, strategies, and regulations of CCA and DRR, including GEDSI gaps.
3. Submit an inception report with proposed detailed methodologies, including a clear, detailed methodology for the collection, analysis, and reporting of data; associated tools (such as forms/checklists).
4. Design qualitative assessment tools as appropriate (such as key informant interviews) to gather qualitative data.
5. Carry out data collection, analysis, and reporting.
6. Develop and submit policy briefs and recommendations.
7. Submit the full draft of the research study and provide a debriefing session on the main findings to DPA and CEPA.
8. Submit the final research study report that incorporates all comments on the draft report to DPA and CEPA.

Qualifications and Experience Required:

1. Qualifications in relevant fields, such as climate change, DRR, environment, eco-ecological agriculture, food security, and integrated community development, including GEDSI.
2. Qualifications and experience in designing and carrying out qualitative research.
3. Minimum five years of experience in carrying out similar work.
4. Have a good understanding of Cambodian CCA and DRR-related policies, frameworks, and regulations, and the Cambodian context.
5. Fluent in speaking, reading, and writing English and Khmer.
